They don't. With no air resistance the inertia cancels the mass increase. a feather and anvil fall at same rate.

Potentially yes. The covalent bond energy of each hydrogen could be released by radiation both solar and cosmic. In fact over time water on the surface would disappear. It is likely they think the water is in the tar like lunar soil.
