clarifiers on export radios can be unlocked for tx
modern ham radios have built in digital mode capabilities which would be a huge advantage over voice comms
digital modes can also be utilized with an export radio via an external sound card
utilizing a repeater for plan B comms would be basically meaningless unless one was in deep red territory and thus safe
