You wouldn't need to cut the cables - I think there are junctions every so often to allow broken fibre in the cable to be replace by electronic moles.
Ergo you just need to travel along the cable to the nearest junction box and tap into that.
Same applies… just go to nearest junction box and disconnect the fibres from the connection box - easier than welding through the cable hard covering.
