States control their voting. It is federalism, built into the Constitution. Fed courts can only step in if states violate the rights of their citizens.
So if your vote in PA is nullified because some dumb fuck let's unsigned ballots sent after election day in, then it goes to court.
If not resolved and certified by the day the electors meet (14 DEC this year), the state itself can be tossed. It has happened before and nearly did in 2000 as the certification was brought into doubt by the recounts.
