There can be levels to this however. For instance, the reference could be pointing to highly classified entities (multiple meanings), it could be pointing to INT agencies which can "do magic" (which just means they're using tech far beyond our overton window), or even the autists that were selected to carry out more particular… plans.

There's another possibility too - /ourugys/ have been training particular people to do very "spiritual" things in the middle of nowhere for a while now and likely decided to proceed with these operations with certain candidates outside of the compartmentalized classified operations.
