I dunno. You can overturn a conviction. I don't think you can un-indict someone after they were acquitted. Being acquitted is how wrongful indictments are naturally resolved.
I suppose Congress could decree anything to be so.
There is no precedent for anything like that. Congress would be making it up as they go along.
