I interpreted the "as above so below" as that you take your current understanding of reality and 'mirror' it, as in try to see if the world can work in the 'opposite' way and still make sense.

 

As an example, if you believe that people who accumulate knowledge with age are more in control of the world, it is possible that infants are actually much less confused by the distractions of the world, and are better aware of how reality works, if not corrupted, and can influence it even more than most of the elderly.

 

The exercise is meant to, at the least, 'double' your capacity to think, because you, if able, now can view the world seemingly inverted.

The way I would see the "as within, so without" would be that the feelings you feel, or the thoughts you think, when for instance walking the streets in a city with people around you, are influenced directly by those around you, because you directly influence them as well to balance them.

 

The way they dress, act and what they say to each other passing you by, all to influence you to regain your balance.

 

All of it, what you experience 'outside' of yourself is dependent on the imbalance of your 'inner state'.

 

I see it as the universe strives to balance you, and that you balance the universe, that other humans are an aspect of this, that humans balance other humans, so what's outside of you is a representation of what is inside of you, to understand better how to regain balance.

 

You can understand the universe by understanding yourself, as you are a representation of what is needed by the universe.

 

The importance is that you can strive to think in such a way that no one needs to balance you 'too much', and you can become the universal balance mechanism for those around you, simply by giving them time to think.
