Canada's military has spent $1M+ with Emic, one of Cambridge Analytica's spin-off, for behavior modification training via data mining from social media profiles

Strategic Communication Laboratories (SCL) Group was Cambridge Analytica's parent company. It drew on psychological and social science to distil techniques aimed at manipulating group behaviour.

 

Gayby van den Boerg, a Dutch citizen, was SCL's Director of Operators. She formed a new company in the UK, Emic Consulting Group. van den Boerg has been marketing Emic's services - training courses based on those developed by SCL - to military clients in Canada and her native Netherlands. The founder of SCL, Nigel Oakes, has also lectured for Emic's courses.

 

The training program Emic is selling is a direct descendent of SCL’s branded “Behavioural Dynamics Methodology.” It promises to help its military clients analyze and profile groups to find the best strategy to effectively influence a target audience’s behavior.

 

One of Emic's client is the Canadian Armed Forces, which hired the company in 2019 to to help soldiers “better identify and understand key audiences, thus resulting in communications campaigns that are more customised and effective,” the military confirmed in an email.

 

This “actor and audience analysis training course” trained just 20 personnel at a cost of CDN$615,285 (about US$460,000). Just months later, the government began investigating allegations that its military conducted unauthorized operations to influence the public during the coronavirus pandemic. In one of them, likened to a “propaganda campaign” by military insiders who spoke to the Ottawa Citizen newspaper, the Canadian Forces proposed using military vehicles with loudspeakers to maintain order amid the pandemic, along with “village assessments” throughout the country. Another operation involved a military intelligence unit that mined social media profiles for data, the Citizen reported.

 

Amid the scandal, the Canadian military last month awarded yet another contract to Emic Consulting, this one for $578,285, for more such training.

 

A spokesperson for the Department of National Defence said the intent of the training contracts was to have military public affairs staff “better identify and understand key audiences” so they could create communications campaigns that “are more customized and beneficial.” Staff were also taught strategic campaign planning and “audience research,” he added. “As a company we do not teach anything related to complex data analytics or ‘big data’; anything to do with the use of social media tools to ‘target’ communications campaigns (micro-targetting); nor anything that endorses or supports the use of deceptive or untrue communications,” Van den Berg stated.

 

The training is part of a wider project originally labelled as the “weaponization of public affairs” by Chief of the Defence Staff Gen. Jon Vance. That got underway in 2015. The Canadian Forces is also developing its skills in “influence operations,” propaganda and data mining for campaigns that can be directed at either overseas populations or at Canadians.

 

The Canadian Forces has already tested some of those skills this year. In July, this newspaper reported a team assigned to a Canadian military intelligence unit monitored and collected information from people’s social media accounts in Ontario, claiming such data-mining was needed to help troops working in long-term care homes during the coronavirus pandemic.

 

In some cases, the data collected involved basic information about the long-term care facilities. In other cases, the collection involved comments made by the public about the provincial government’s failure in taking care of the elderly in the province. That data was turned over to the Ontario government, with a warning from the team that it represented a “negative” reaction from the public.

 

Facebook, Reddit, Instagram and Twitter accounts were scanned by the five-person group called the Precision Information Team or PiT.

 

Ironic how social media accounts of supporters of Q are being shut down and PayPal and banking activities of these individuals are being more scrutinized? These individuals are being targeted thanks to Emic.
