Canadian Forces forged a letter warning Canadians wolves were loose and now seeks to establish new organization to use propaganda, other techniques to influence Canadians

A letter from the Nova Scotia government sent out to residents to warn about a pack of wolves on the loose in the province was forged by Canadian military personnel as part of a propaganda training mission that went off the rails.

The test involved using a loudspeaker to generate wolf sounds. The forged letter was part of new skills being tested by the military as it hones its expertise for launching propaganda missions at home and abroad. The letter was developed by information warfare specialists with the Halifax Rifles, a reserve unit.

They not only forged the logo of the Wildlife Division of Nova Scotia’s Department of Lands and Forestry but they also attributed the letter to a real Nova Scotia government employee, even though they didn’t have permission to do so. A phone number on the letter, which residents were to call if they had concerns about the wolves, was traced by this newspaper to the work number of an Environment Canada employee, who also appears to be a Canadian Forces reservist.

Now, the Canadian Forces wants to establish a new organization that will use propaganda and other techniques to try to influence the attitudes, beliefs and behaviours of Canadians, according to documents obtained by this newspaper.

The plan comes on the heels of the Canadian Forces spending more than $1 million to train public affairs officers on behaviour modification techniques of the same sort used by the parent firm of Cambridge Analytica, as well as a controversial and bizarre propaganda training mission in which the military forged letters from the Nova Scotia government to warn the public that wolves were wandering in the province.

This is thanks to Emic who is an offshoot organization from the Cambridge Analytica scandal. Gaby van den Boerg, a Dutch citizen, was Strategic Communication Laboratories' (SCL) Director of Operators. The SCL Group was Cambridge Analytica's parent company. It drew on psychological and social science to distil techniques aimed at manipulating group behaviour. She formed a new company in the UK, Emic Consulting Group. Emic has offices in the UK, Washington, DC, the UAE, Egypt, other countries. Its HQ is in Virginia.

The Canadian government has spent over $1M CAD with Emic for its training program, a direct descendent of SCL’s branded “Behavioural Dynamics Methodology.” It promises to help its military clients analyze and profile groups to find the best strategy to effectively influence a target audience’s behavior.

First the Canadian government tells us that the propaganda test was only for missions abroad. Now, the Canadian government tells us that the propaganda test is for domestic missions. Lies again?!
