Having unidentified people just walk up to you to hand you a ticket is hopefully going to get a bit of backlash.
Break that rule every chance you get.

I can see Ford being blackmailed. The rest of them are most likely onboard with what's going on though.
I would say the provincial health ministers and chief medical officers are the ones who are calling the shots. The premier is not in a position to dispute them, seeing as he appointed them as the final authority on anything to do with health & medicine in the province.
Definitely more at play. Mayors and city councils have all been infiltrated, atleast to a degree in which they can control most of what is going on that city.
