PA gov not too much better than the Philly city council, IMO, so maybe just a ploy to keep the feds out.
I have to think they want the riots to keep going to keep certain voters away from the polls on Tuesday. Have to watch which precincts the riots spread to. It would be hard to push for Biden after the election if he loses in Philly. They needed to bring Obama in, so can't be looking good.
