As far as chicago goes I can only attest to the 3rd con district from 1992-2004 I worked as an election judge for several of those years.

Bill lipinski had several hidden bank accounts under diff tit;es and in his kids names,

Most often title of a con bank acct is… “friends of(insert congressman’s name)

Also the 3rd was known for paying someone to run(not run , not campaign ) against him. They would get a few votes or concede prior to election.

Precinct captains would have a small bundle of money usually in 20s that they would give to an election judge that was one they trusted.

A “dead” person would come vote and that judge would do their paperwork and slip them a $20. I was not allowed to work as an election judge after I found this out and complained.
