Los Angeles county mail in ballot has presidential election on completely separate and last page with no other questions or measures. Specific district this ballot is from voted in a Republican representative in a special election held during covid-19 shutdown flipping from Democrat representation. Seems like it would be quite easy to replace this last page with preferred vote during the tabulation process.
