I imagine the good guys have more than threats as leverage. This is literally war, and they have all the data and know what they're doing, and they are aware more than anyone how evil are those they are fighting. Certainly we only hear a fraction of what's going on.

All the average person receives is the surface level 'show' of politics, designed for the public and delivered by the media. That's why the fake news is so important to the criminals who pretend to be public servants. And why fake news is so effective on normies, who don't have any other source of info and don't know how to think for themselves.
Anyway, just saying don't underestimate how much power and leverage the good guys have. Even though they are letting this play out and it may appear (temporarily) like the criminals have power.
It's not a matter of capability. In his first week as President, Trump could have arrested all the top bad players and exposed all their crimes. Or could have even had them each eliminated militarily. But he's going the long slow route which will be better for several reasons, eventually.
