IMO no one should be required to register to vote. When a person turns 18, (s)he should automatically be eligible without doing anything.
All legal citizens have SSNs. Let the SSA be responsible for keeping track of everyone's current residence and date of death. They do this anyway. States and locales can download the current voter list from them before each election.
