theory: they have malicious code in their favorite header image, so that they can count or track or exploit every device that downloads the image. along comes a non-comms baker with an altered iwo jima image (not obvious) and now cabal loses an entire bread of tracking data. so they try to get the bake back.
the newest image changes bring this to the forefront, because they risk losing most of their tracking and exploit possibilities.
