Doesn't Rubio fuck over President Trump every time he gets a chance with Amnesty or when POTUS wants to end a war or takes a military action?
He'd be a fool not to. Probably very cheap for the number of views. (If rallies stop, they're done so hope they saved up or have some plan on what to do when they can't ride coattails anymore.)

After winning election he could do Insurrection Act powers more readily, I would assume. Possibly just didn't want to have that as a cloud on election.
