DNS and DHCP can be attacked or outright shut down. It would destroy most of the internet as we know it as you would need to revert back to fixed IPs which are often dynamically adjusted these days to facilitate better load balancing. A number of sites are actually hosted across dozens of server locations and those regional nodes have automatic protocols for coordinating with each other to create the illusion of a single website and server.

 

There were also contingencies installed in key hardware infrastrucure locations to allow for terminating and compartmentalizing internet traffic to shut down cyber attacks, some variety of skynet made by rogue corporations, terrorist cells, etc (the list of "why we may need this" was rather long).
