I had a halter like this circa 2003..my first thought was this was a birthday party or maybe for a talent show and they all had to match?
I’m thinking it was either a bday party or maybe a talent show? Usually there’s one kid who can’t afford or find the ‘costume’?

I’m not so sure..I saw a picture of Maggie Nixon and it said congrats grad 2016, so this picture if taken around 2003 would put her around 5 or 6 yrs old if my math is right?

in the pic with Obama I believe she was 12 and I think it was taken in 2010 IIRC.
