Codefag here.. to me it appears like some anon got excited and too many connections are trying to be made to the Database.
Although strange that MYSQL would have a user specifically for the database (direct IN/OUT to DB.. not just content management system) considering that usually a global user is used to access the DB when using something like Drupal/Wordpress..
