That's the strategy the Koran outlines. Quietly infiltrate then when numbers are achieved violently attack. Mudslime leaders were quoting out of the first half (peaceful) of the Koran before the Arab spring then switched as a signal to the second half (violent) to trigger the Arab spring and the rise of the caliphate.
