You'd think for prelim (unofficial) results the precincts and larger aggregators could just use email and phone. Cross check by aggregator sending totalling info back to all who contributed subtotals, and each precinct confirms the subtotals attributed to it are the same as the subtotals it submitted.

At any rate, my impression is the HAMR/Vote count derivative is a tool to feed the press justification to misinform the public, and create distrust in the result. Such is what revolutions are made of. The system is deliberately crafted to be opaque, and the news miraculously always predicts a close race.
