You know, I just had a thought. for the last 4 years, we have had all these investigations that have never seemed to go anywhere, with no arrests, despite mountains of evidence proving wrongdoing. These civilian investigations were only meant to do one thing:

Collect evidence, including meta-evidence (by seeing who fights back and stonewalls) for military tribunals.
