That GV is probably just a variant on a backup plane POTUS uses.
I'm no Planefag, so I can't comment if it is often seen. The second VC-25 accompanies POTUS on overseas flights but they seldom run both domestically, so it stand that they might use a bizjet as a backup for these sorts of missions.
