I've been thinking. For the last 4 years, we have had all these investigations that have never seemed to go anywhere, with no arrests, despite mountains of evidence proving wrongdoing. I wonder now if these civilian investigations were only meant to do one thing:

Collect evidence, including meta-evidence (by seeing who fights back and stonewalls) for military tribunals.
