If you are in line, at the time the polls close, you are allowed to legally vote.

 

If you arrive after the polls close but there is still a line, you are not allowed to vote.

 

There is usually a Election-deputy that stands at the end of the line when the polls close, and does not allow additional people to join the line.

 

Check the laws in your state, but most states have this rule.
