Prosecution for crime depends on the party affiliation of the prosecutor.
Election result depends on the size of fraud compared with the margin of victory. If the fraud is possibly larger than the margin (all fraud votes assumed to go other way), then the court will order a revote. Otherwise the contest goes to the winner - in other words, the fraud not big enough to change winner.
