The secretary of state's office says as of early Tuesday morning, they had received 70% of all registered voters' ballots in hand already. But only 35% of those total ballots have arrived from the post office, says Secretary of State Kim Wyman. The other 65% have all been dropped off at official ballot drop boxes.
