The only reason for scanning is to expedite the counting process. Counting by hand just takes longer at the end of the day.
Scanning isn't a magic bullet. You can more easily fuck with the software in the scanner than mess with counters who are of both parties.

Meaning each State gets to determine how elections for choosing those electors proceed.
