There should be at least two Military officers at every single voting place.
In the event a voting machine goes down and ballots are going into boxes, the boxes should sit right next to the officers.
When the voting gets counted, the officers stand as witness, and cite all attempted fraud or nefarious activity.
This voting machine issue doesn't have to be a huge problem
