I took out all the "uhms", "you knows" and "ahhs" from the transcript, terrible speaker.

But when you put together wearing tactical gear, open carry, no masks and cameras filming, in front of a drop box, that may rise to voter intimidation."

So, all the things being done are legal individually but when you put them together, ahh, um, ahhh, ya know, ahhh, um, ahh. Muh voter intimidation!?
