In regards to why this happens (corruption) in governments, I've studied this a lot. It will keep reappearing in cycles whose frequency accelerates and amplitude increases with the advance of technology. Unfortunately, we have so much technology now that this shit is very dangerous.
^^ This assumes the systems we use for governance (decision making) are not refined with technology. We're using very little technology to make better decisions as groups. There are ways to refine these processes yet, but you don't want to do that under a corrupt system or you're going to end up with a weaponized corrupt system real quick.
There are ways to structure technological systems that help groups of people make decisions without corruption. It has to be done very carefully and there are some 100.0% necessary primitive elements that must be present or you'll get nightmarish corruption out of it.
