If they can't get close enough to shoot a gun, then they need some kind of powerful explosive. Like those vehicle IEDs in Syria where ISIS would stuff a truck with explosives and ram through road barriers before blowing it up. Combine that with directed shaped explosives, where you take the dynamite out of the wrappers and mold the clay into a cone shape, and maybe even add some power by putting it into a fuel-air explosion like they did at Oklahoma CITY.

Something like this could actually do damage to the White House even if it does not get far off of Pennsylvania Avenue. Only problem is where to get half a ton of TNT near DC. The diesel and fertilizer is easy to come by for the extra oomph.

I have personally witnessed explosions of just plain diesel and fertilizer throwing rocks up in the air and delivering them 100 feet or more away.
