I'm looking very intently at the included pic. I can't seem to find anything about it that would definitively tell me that it's photoshopped. Everything about everyone in the picture is what I would expect from a still taken from a low-quality composite image taken from a television still.
There are no indications that I can find that the image is itself a fake. Having said that… I would point to the following CNN video.
In this video, if you pause at 00:13. CNN (I know, fake news) claims that the image shown at 00:13 is a photo the day of the disaster.
Hillary is seen wearing a completely different getup, necklace, earrings, her jacket appears wet, her hair unkempt. This would be a more believable photo from the day of, not the one indicated in the above post.
This video was from 2016 leading into the election.
