Idea for a new election counting rule:

If a Democrat is counting the votes, a second count of the same ballots by a Republican shall occur.

If a Republican is counting the votes, a second count of the same ballots by a Democrat shall occur.

If a discrepancy in the count exists, that batch of votes gets removed to be reviewed by a third party (federal officials)

Another idea:

A Republican, Democrat, and a Federal official sit in line to count, recount, and recount again.
