Remember, DHS printed the ballots.

They have radioactive isotopes and watermarks and other identifiers. This isn't advertised broadly, but the info was out there.

Ballots printed by other parties or foreign countries won't pass muster when challenged in court.

Ballot Printers Increase Capacity To Prepare For Mail Voting Surge

One of of the biggest such vendors in the country is Runbeck Election Services. The company's 90,000-square-foot facility in Phoenix, Ariz., is already bustling, and things are expected to get a lot busier soon.

This is one of the most sensitive parts of the process. Each ballot has a bar code that tells the machine exactly what kind of ballot it is — there can be thousands of varieties in a single election — and then determines from a database of voter registration records which person on the list should receive that particular ballot.

This looks to be a rabbit hole of companies and processes.

Some types of ballots with special features, may be restricted in potential production facilities, or not be able to be produced locally, either through lack of technology required or lack of capacity to complete the task within the available time frame. This may include, for example:

using watermarked or other special papers

security print methods

producing in a booklet with numbered stubs

using full colour print and/or colour photographs of candidates
