I was in printing for 20 years before I changed careers. Watermark might be the wrong word. A true watermark is done during the paper making process and you can hold the paper up to the light and see the light come through the watermark which might be a name or a logo.

But there are plenty of other security measures available in paper and in the printing process.

Some paper for checks has a void feature that you can't see with the eye but if you apply chemicals to the paper such as forgers would use to obliterate typing so they could add some different text, there will be a chemical reaction that will make the word 'void' come up in the area where the chemical was applied.

There are various fibers that can be added to paper that the forger might not notice.

There can be certain typos. I lived in Texas for 7 years. It was well known in the retail industry that there was a typo in a text block on the back of Texas driver licenses, cashiers are taught to look there and if you don't see that typo you know you're looking at a fake license.

On and on. There are plenty of security features that are added to official printed materials.
