If it were implemented at DHS the likelihood of the secret being comped would be high.
Now if the spies at the DHS thought they knew all of the "secrets" of the documents they would feel comfortable passing the identifiers on to the forger(s).
So how could the ballots be marked without DHS actually knowing they marked?
What if the printing dye was was spiked with an isotope during manufacture?
