When I have worked the polls, we were told that observers can watch the entire process, including the morning set-up, voting in progress, and the closing process. They can even follow the pollworkers to the ballot drop-off location, where they can then follow the trucks to the county Registrar Recorder office and watch the ballots be counted there. The only caveat is that observers cannot interfere in the process in any way.

This makes more sense. Different counties have different systems. L.A. County rolled out an entirely new system this past couple of years. I'm not convinced that the new ballots are as secure as the old ones. They do have benefits, though, in that the official ballots do not divorce the information about the race from the vote. The old system needed key cards.

We were not allowed to ask for ID in CA. I do hope that changes. After this election, it certainly should.

 

Before this new system, ballots were put through a machine. Officially, its purpose was just to make sure we voted correctly. But part of setup in the morning was verifying a "zero report." If the machines weren't keeping tallies, there wouldn't need to be a zero report. It would just need the list of races. So I'm not sure they told the truth on that one.

Actually, there was an exception to the ID rule. If the person was listed in the roster as "new", we would need to ask for ID then. I guess they expected the pollworkers to remember who everyone is from election to election?

Did he vote provisionally or was he allowed to put his ballot in the main ballot box? When I worked the polls, we were told to let everyone vote, but those in the roster would need to vote provisionally by putting their ballots into an envelope with identifying info on it. The county office workers were supposed to use that information to verify the voter before counting the vote. Your son could still find himself in trouble when the information shows he is not elligible.
