From what I gathered, the bleeding of the ink can invalidate the reading of one of more candidates by the ballot machine, therefore rendering your whole ballot invalid/void/null.
IF they did this intentionally -by handing out all Sharpies to everyone- since they expected a higher turnout on election day for Trump voters, they could just ignore and cast away those invalid Trump votes.
They could however manually scan Biden votes and make sure those were not invalidated and counted correctly for the final vote count.
tl;dr: Report it.
