Everyone who's crying about how hard it would be for DHS to get involved in the individual states' printing of ballots:

Think of it like lottery scratch-off tickets. Every state that has a lottery doesn't print their own tickets. There's only a handful of companies that produce the tickets that are designed for each individual states' lottery.

The watermarking/irradiation of the ballots may very well prove to be the trap. It's not as difficult as some are making it sound.
