Each state has their own system for mail in ballots.
There is not ONE single source - there are several. This is why so many states had to resend out bad ballots, with each state being a different cause - Trump not on the ballot, incorrect mailing addresses etc.
If it was one system, ALL of them would have had this issue. Not a few thousand here an few thousand there for a myriad of reasons. Think logically for a second on it.
