You need a reason to have mail in ballots. Covid + covid hype. The covid hype existed in part to give the Dems the opportunity to cheat.
There certainly are a lot of actual real mail in votes. Maybe they threw away the GOP ballots? Maybe they're creating new Biden votes? Certainly they're not letting GOP watch what they're doing.
