There is no evidence until they certify the vote. It’s like shoplifting: you can catch a kid with his pockets stuffed full of stuff, but you can’t bust him until he exits the door. Until that moment, no crime has been committed. That’s why POTUS is freezing the process until closer to the date they have to legally certify the vote. No crime just counting.
