I think this is correct. The scale of the turnout for Trump was such that the Ds did not have a sufficient number of pre-obtained/prepared ballots to counteract. If additional ballots were needed quickly, this could only be accomplished (given necessarily small teams if operatives for opsec) by just selecting the Pres candidate and ignoring everything else. If this theory holds, the later ballots added would have more Pres only selections.
