I doubt it. The ballots are ALL being filled out at the top of the ticket. The person filling them in is moving too quickly, repetitively filling in the same thing over and over again. The one that is supposedly talking does not seem to be even looking at the same part of the ballot that she is filling in. Though it does appear he is pretending to read, you're right.
