This oil field, near Bakersfield, California, was originally under the control of the federal government and was known as Naval Petroleum Reserve No. 1. Between 1976, when production of the oil began, and 1998, when it was sold, the field generated the U.S. Treasury $17.1 billion in revenue. But it was sold to Occidental Petroleum under Al Gore’s “Reinventing Government” initiative.

To critics on both the free-market right and the environmentalist left, carbon offsets are no more than a marketing gimmick. Some describe the fanciful device as akin to medieval indulgences that were sold in a cleric-run market to regulate the remission of sin.

The other thing that raised my suspicion is the dating on that document. Born in Aug of 1961, the hospital certifies it days later, but it isn't certified, by state/providence until 3yrs later.
Makes you wonder if there is an original that exists at all.
