If the good guys stopped fraud in 2016, how?

If they knew how the fix was in then, and they knew how now, why let it happen? Why not round up and arrest the perps before? Conspiracy carries the same weight as the actual crime. And if someone answers this with "well we need to wake the sheep up" save it and fist yourself.

and see, i thought about this scenario, but i always come to the same conclusion. This plan depends on the FBI actually doing something for the greater good. Im not sure thats a thing in that organization.
