Not necessarily. The Constitution states that state legislatures are the determinant of electoral votes. If those legislatures, all of which in the disputed states are Republican controlled, determine fraud, they can overrule the election and send Trump electors.

 

Then the House decides, and we probably have neither with 270.

I know my state never had paper ballots before this year, even using electronic in the primaries.

 

But there were paper ballots for the general.
