I believe we are in a limbo situation with the election cheat. To compare it with another crime, say I walked into a store with every intention of shoplifting stuff. I've got my hands full and ready to go. Until I leave the store without paying for the stuff I haven't actually committed a crime yet.

I think that is where we are with the election now. Until they certify the results the cheat hasn't actually happened yet. Once certified the crime is complete and can be acted on.

Does this seem about right as an analogy?
